The Tokyo Rules and their interpretation according to the Bangkok and Brasilia rules

The reason for this investigation is due to the need to address the Minimum Rules of the United Nations, on non-custodial measures. In this sense, the Tokyo Rules and their interpretation in accordance with the Bangkok Rules and the Brasilia Rules, which have emerged after these, are analyzed. As is known, the purpose of the custodial sentence is to restrict only the right to physical liberty and must be applied as "ultima ratio". All other human rights must remain intact, with all the guarantees and safeguards that the State must offer.
