Context of child sexual abuse in Paraguay from 2020 to 2022

Child and adolescent sexual abuse is one of the serious scourges that plagues the country, it is a public health problem, that violates the socio-emotional balance, the right, physical integrity and human dignity, and damages the health and the full integral development of those affected. This paper addresses the problems surrounding the legal definition of sexual abuse of children, and specifically, it studies and analyzes the scope of the paternal-filial relationship as an aggravating circumstance of the criminal offense. For this purpose, a quantitative approach was used, with a non-experimental design, a survey was used as a data collection technique and the instrument was a questionnaire addressed to justice applicators in the area of study, and the scope is descriptive. Among the most important findings are that the acts of abuse occur in the family environment, of which the vulnerability of the children is a key factor. In this regard, according to the results of the survey applied, 61 % of the judges stated that the closest person in committing the criminal conduct are the stepparents, while 24 % said it is the parents, so that the paternal-filial relationship in cases of sexual abuse of children is a social problem which requires a multispectral approach.
