Review System
All research papers submitted for publication will be reviewed, evaluated, and selected by an internal editing team, made up of the Curriculum Analysis and Evaluation Directorate, the Research and Publication Department, the official assigned to edit Writing and Style, and members of the External Editorial Board, selected according to their specialty in relation to the subject under investigation.
The Training Center provides in its review system personalized and comprehensive support to the authors of each investigation, prior to peer review. This is for the purpose of identifying whether they conform to the criteria, structure and norms of the Journal and the detection of plagiarism. In the first case, as long as the subject is of interest and they adjust to the thematic axes, the parts subject to correction are identified and it is sent to the author or authors for the corresponding adjustments, for this purpose, deadlines are established for the return and identification of new contributions.
Said text is reviewed again and the result is shared with the author or authors. These observations and work system are all carried out through the OJS platform to which only the authors and the reviewer have access.
The final version is subjected to grammar and style review. The translations of the in the English and Guarani languages is carried out by the team of the Training Center, as well as the design.
The final product is shared with the author(s) and subjected to peer review again.
Peer evaluation system
The articles will be evaluated through the peer review system in double blind mode, in order to preserve objectivity. They make up the external Editorial Board. One member per article will be selected for review according to their area of knowledge.
The evaluators will raise their suggestions for modification, approval or rejection of the article in question. In case of disagreement on the part of the author with the evaluation, the Curriculum Analysis and Evaluation Directorate may convene another referee in order to obtain a second evaluation.
The final opinion will be prepared by the Directorate of Curriculum Analysis and Evaluation, based on the evaluations carried out. This can be of acceptance, rejection or conditioning to the modifications suggested by the reviewers. The review, evaluation and selection of the investigations will be carried out in accordance with the criteria established in the regulations of the Journal.
Submission of articles
After presenting the work, the internal and external Editorial Board appointed for this purpose will review it, formulate the considerations it deems pertinent and will issue it through the Curriculum Analysis and Evaluation Directorate. In this regard you can:
• Return the work to the researcher so that, within three days, he/she corrects or adjusts his/her research to the formal and methodological rules.
• Return the work to the researcher and set an additional deadline for the pertinent changes if the editing team considers that it requires any modification, extension, reduction, adjustment or adaptation in terms of substantial content. In these cases, an interview with the researcher may be arranged to present suggestions about their work.
• Reject the publication if the work does not respond to the research policies, departs from the parameters and methodological rules or does not keep the due scientific rigor. • Reject the publication of the investigation upon detection of any indication or manifest element of total or partial transcription of texts, publications or any document or work protected by copyright, without due references. This decision will be irrevocable.
• Approve the research paper for publication. In the event that it is not possible to publish it in the Legal Review due to the limitation of places, if the researcher so indicates, your work will remain in expectation to compete for a publication place for the following period, for which it will be filed at the address to that effect. In all cases, the decisions will be communicated to the author of the research work.
General criteria for the acceptance of articles
The investigations will be evaluated according to the nature of the work, taking into consideration:
1 - The scientific value.
2- The methodological rigor.
3- Practical utility
4- Its originality (articles must be original and unpublished) and contribution to the fiscal function, law and training.
Plagiarism Detection Policies
The articles are subjected to a plagiarism detection system through the free software Plagium.com, in addition to a thorough review on the Internet.
Ethical Principles
Regarding ethical principles, the Public Ministry has a Code of Ethics approved by FGE Resolution No. 4,198 dated December 18, 2020 in its second edition. Likewise, by FGE Resolution No. 724 dated February 16, 2021, the second edition of the Good Governance Code was approved, based on the Normas de Requisitos Mínimos (NRM: 2015). Regarding the investigation itself, by FGE Resolution No. 6,789 dated December 5, 2016, the Regulations for academic investigators of the Training Center of the Public Ministry were approved.
On these bases, the following ethical principles are highlighted:
- Recognizes and respects the intellectual production of the manuscripts prepared by the applicant authors, which in the case of being published in the journal will be awarded to the author a certificate of recognition.
- Reject the publication of the investigation upon detection of any indication or manifest element of total or partial transcription of texts, publications or any document or work protected by copyright, without due references. This decision is irrevocable.
- Approved research articles will be delivered to the author in their latest version for authorizing publication and accompany with the letter of commitment of authorship and transfer of rights of reproduction of the work.
- In the case of carrying out research with financing from an external institution, authorization must be obtained for the publication of the results or mention thereof.
- In case of conflict, the author must mention it for the knowledge of the editorial team.
- The author declares that the article is unpublished and that he is not submitting it to another publisher for publication at the same time. In your case, you must mention the places where it was previously sent.
- The content of the publications does not constitute an institutional position of the Public Ministry.
Free and open access policy
The magazine is non-profit. It does not imply cost, nor payment for the authors for the shipment and nor a monthly or annual fee for the publication of the articles. This journal provides open and free access to its content, in print and online, based on the principle of offering the public free access to research that helps a greater global exchange of knowledge.
