The VRAEM region: between narco-terrorism and the indifference of Peruvian State

Narco-terrorism in Perú continues to be an unconfortable truth within domestic scene. Even though terrorism itself does not represent a major threat, in the way it did in the eighties and nineties, it acquired new forms, by getting new funding sources. That is the way it operates, mainly, in the region of the “Valley of the Apurímac, Ene and Mantaro rivers” (VRAEM, from now onwards), which covers five Departments: Apurímac, Ayacucho, Cuzco, Huancavelica and Junín. The VRAEM is a region where the State is unable to enforce the law, due to its little or null presence, consequently, the Sendero Luminoso terrorists associate with drug-traffickers, and in some cases, they become traffickers. As a result, the terrorists operate as they please, filling up the emptiness left by the State, besides, the coca leaf cultivation is regarded as the only economic alternative for peasantry. For this reason, the present paper seeks to analyse: the impact that narco-terrorismhas on the peasant communities, and the indifference of the Peruvian State.Downloads
