Sexual abuse of children and adolescents in Alto Paraguay’s judicial district

The sexual abuse of children and adolescents in Alto Paraguay motivated the conducting of this paper, whose aim is to urge for approaching prevention programs, offering accurate information to the teachers, parents, tutors and to official from the field of justice. On one hand, to make visible the severity of this type of crime, and on the other hand, to analyze the possible reason behind the lack of criminal complaints filed before the Public Ministry and the Judicial Authority. The study’s method is descriptive since it includes an analysis of information both from open and locked source, obtained by information request in form of questionnaires. Furthermore, this paper analyses, classifies and processes documents, current normative and court decisions. It has a mixed approach of non-experimental design. For the approach of this study, the population consists in the cases reported during the period of time 2015 to 2020, with an emphasis on the final judgments ruled by Sentencing Tribunal of Alto Paraguay, located in the city of Puerto Casado, specifically in cases filed since the establishment of this 18th judicial district. In this paper, this issue is approached from the multidisciplinary aspect, given the fact that there are many public institutions and subject areas involved to ensure comprehensive attention that guarantees the non-revictimization and to cover the necessary professional assistance within the framework of children and adolescents’ best interest proclaimed by the National Constitution, national and international current legislation, considering the condition of vulnerability of the indigenous communities of that judicial district.
