The State security policy as guarantor of the rule of law

The purpose of this paper is to show the existing relationship between law enforcement agents, and the territory's quality of democracy, by means of the observance of its laws. The study is focused on the spanish socio-political situation of the last decade, with emphasis on the Catalan and Basque issue, as well as on the territories in the control of drug gangs, and the migration crisis, namely the storms of the fences in Ceuta and Melilla, with a brief historical background description. In spite of the complexity of the mentioned issues, they all match with the dreadful situation that law enforcement agents live with, such as all types of psysichal intimidation and bashing, which under normal circumstances would be punished, but adversarially, in these cases, the gangs have a complete impunity because of the government and judicial authorities' inaction, which in turn produce unthinkable helplessness that turns these territories into lawles.Downloads
